In October 2024, the COLIBRI Project signed three significant Memoranda of Cooperation (MoC), formalising its collaboration with the Maritime Analysis and Operations Centre – Narcotics (MAOC-N) and two key partner countries: the Colombian Air Force and DEVIDA (the National Commission for Development and Life Without Drugs) of Peru. These agreements represent a major milestone in advancing global efforts to monitor and control high-risk flights linked to general aviation (GA).
The MoC with MAOC-N, COLIBRI’s main operational partner, paves the way for closer collaboration in tracking and disrupting organised crime activities. This partnership strengthens the capacity to monitor high-risk flights bound for Europe and enhances coordination between MAOC-N and COLIBRI partner countries, promoting a more efficient and unified response to transnational threats.
Additionally, the MoC signed with the Colombian Air Force and Peru’s DEVIDA outlines the framework, objectives and methods of cooperation between the parties. These agreements emphasise the importance of sharing information and fostering both inter-agency and international collaboration. Through these partnerships, COLIBRI aims to effectively combat organised crime groups (OCGs) operating across Latin America and the Caribbean, West and Central Africa, and the European Union.
