This week, SEACOP 12 personnel from the Joint Maritime Control Unit (JMCU) of Montserrat received a comprehensive training in both theoretical and practical aspects of maritime control and rummage, at the Police/Law Enforcement Complex, with additional hands-on training aboard the patrol vessel Heliconia Star.
Led by our dedicated team of trainers, the training was notably delivered by Michael McAllister, who excelled as a student in the JMCU Training of Trainers (TOT) course in Trinidad and has now stepped into the role of instructor, showcasing outstanding leadership and expertise.
🗣 Speaking at the end of the training SEACOP Regional Coordinator for the Caribbean Jason Kelshall noted: “The strategic location of Montserrat, just west of the Northern gateway islands, makes it an important area and partner country for engagement by SEACOP.” “I have to say we are particularly proud to see two remarkable women from the Montserrat Police Service, Customs, and Defence Force partake in the training. Promoting women’s role in maritime security and positions of leadership in law enforcement is of the utmost importance to ensure a comprehensive and relevant response to the threats posed by organised crime.” This training also offered an opportunity to update threat assessment information and inspect equipment provided to the JMCU by the project.

The enthusiasm and professionalism of the trainees have been a highlight of this mission. “I am delighted by the enthusiasm of the trainees, the apparent high level of maintenance, upkeep of the facilities and equipment, and the general professionalism of our local law enforcement partners,” stated Jason Kelshall.
“The routine proactive engagement in Maritime operations and consistent contact with SEACOP’s MIU network and our team distinguish the Montserrat team as one of the most active in the region.”
The mission was also the opportunity to engage with key law enforcement stakeholders, including Commissioner Mark Payne and senior officials from Customs. A significant meeting was held with Her Excellency Sarah Tucker, Governor of Montserrat. Important discussions were held about the maritime threat in the region and the need for enhanced resources took place. Governor Tucker expressed her gratitude for SEACOP’s support, stressing the urgency of upgrading the Marine Unit’s capabilities. She affirmed her commitment to future training and engagements, ensuring continued collaboration.
