AIRCOP solicited the expertise of CRIMJUST, both component projects of the Global Illicit Flows Programme of the European Union, as well as the CARICOM Implementation Agency from Crime and Security (IMPACS), the UNODC Justice Section, the United Nations Office of the High Commissioner of Human Rights (UNOHCHR) and the Independent Investigations Commission of Jamaica (INDECOM) for the development and implementation in September 2020 of a three-day, 10-hour course on integrity, ethics, and accountability in law enforcement.
The course was tailored to meet the needs of the AIRCOP Joint Airport Interdiction Task Forces (JAITF) and more broadly to include all law-enforcement agencies and ministries of national security in the CARICOM Member States and Associate Countries. It explored differing topics and concepts, including the basic standards of law enforcement conduct, institutional integrity and the potential for corruption, the use of force, lethal vs. less-lethal weapons and human rights and non-discrimination.
Designed to be held online, the course proposed a balanced learning approach alternating with presentations and practical online exercises such as live polls. The course was successfully delivered to 173 officers from 14 countries.
